Appendix
Commission Officers visited 284 people who were on a Short term Detention Certificate during a 4 month period. The sample size was not randomised in any way and there was no attempt to visit a representative sample of all people on a STDC. Generalisations from these statistics may be misleading and should be treated with caution.
