Numbers of people subject to compulsory powers on 1 October 2008
All CTO figures published last quarter (Q3 2008) were preliminary as we had low confidence in their accuracy. In this quarter (Q4 2008), we have not reported on CTOs at all. We feel that figures may not be reliable owing to the pattern of submission of returns to the commission and in future may decide to run point prevalence figures one quarter behind to allow for any delay
Further analysis of how these figures are reported may enable us to provide meaningful analysis of trends in the prevalence of compulsory treatment orders.

Summary:
At the start of every quarter we use our database to conduct a census of people subject to compulsory powers on the selected date. This quarter, as stated in the introductory paragraph, we have excluded CTO figures.
Figure 3 indicating trends in the prevalence of compulsory treatment orders has been removed.
The numbers on short term detention appeared to increase between the census dates for quarter one 08 (Jan 2 08) to quarter two (April 2 08). The STD numbers have decreased slightly between Q3 and Q4 of 2008, from 205 to 184. (Table 64).
Men were more likely to be subject to criminal proceedings. (Table 65)

Notes on the data:
Rates are based on population projections for June 2007, General Register Office for Scotland, updated in July 2008.
Although rates of emergency and short-term detentions within island health board areas are published in this report, they are excluded from the discussion, because numbers are so small and may be skewed by sharing of service provision with NHS Grampian and NHS Highland.
People detained in the StateHospital are not included in Tables 66 and 67.
