Introduction
This report presents our findings from visits and interviews with people receiving care and treatment in low and medium secure mental health wards across Scotland. We visited people in these services as part of our duty to monitor the care and treatment of people under the Mental Health (Care & Treatment) (Scotland) Act 2003.
Most of the people we visited had either been admitted to psychiatric care following a conviction for a criminal offence, where the presence of a mental disorder has played a significant part in the behaviour; or had been transferred to hospital from prison having developed a serious mental disorder while serving a prison sentence.
These 'forensic mental health services' are also provided for people who have a learning disability and are convicted of an offence. In addition, some people who receive care and treatment in forensic settings have not been convicted of an offence, but are placed there because they need particular care and treatment that is not available in other mental health facilities.
